Martire's path in organized labor began in 1990 after earning a Bachelor of Science degree in Government from West Virginia Wesleyan College. His leadership responsibilities expanded significantly in 2002 when he was elected Vice President and Mid-Atlantic Regional Manager. One of his most significant accomplishments came in Montgomery County, Maryland, where he helped advance the adoption of a prevailing wage law.
